Experts at the summit emphasized that precision in measurement is essential for minimizing losses and improving transparency. By ensuring accurate metering, countries like Ghana can protect their revenue streams and maintain integrity in the oil and gas sector.

Mr. Reynolds Brew, Managing Director of Engineers and Brew Solutions, highlighted the significance of accurate metering during his address. He explained that it is not just a technical requirement but a crucial business strategy that impacts profitability. “Accurate metering is vital for optimizing operations and delivering value to stakeholders,” he stated. “It helps minimize waste and costs, which are critical in maintaining industry sustainability.”

He also pointed out the economic consequences of inaccurate metering, referencing a report that indicated Ghana lost approximately $170 million due to the flaring of 28.5 billion cubic feet of natural gas in the upstream petroleum sector. This loss represents a significant gap in potential revenue that could have been redirected towards national development.

Calls for Government Involvement

Mr. Emmanuel Bedzrah, Chairman of the Select Committee on Energy, urged the government to acquire its own metering systems to ensure quality and efficient delivery in the oil and gas industry. He argued that having independent metering equipment would allow for better monitoring and evaluation, safeguarding national assets.

“Currently, foreign oil producers handle their own measurements, with only a representative from customs or GRA present. We lack the necessary equipment to verify the data provided by these producers,” he said. “Investing in metering systems will enable us to maintain quality and generate more income.”

Addressing Systemic Issues

Mr. George Nii Tettey, a measurement engineer from the UAE, underscored the importance of regular checks and balances in metering systems. He cited an example where a 1% error in a system producing 100,000 barrels per day resulted in over $20 million in annual losses. “We need to revisit our existing metering systems and ensure they are validated, calibrated, and certified before installation,” he emphasized.

Tettey also advocated for the use of modern technologies such as ultrasonic meters and co-release meters. He suggested implementing check metering, where one meter performs the primary measurement while another verifies the results, to identify and resolve discrepancies effectively.
